Department of the Prime Minister and Cabinet (DPMC) - Research Support
for Counter-Terrorism
Call for Pre-Proposals 2005
The Science, Engineering and Technology (SET) Unit of the Department of
the Prime Minister and Cabinet manages the Research Support for
Counter-Terrorism funding programme to support national
counter-terrorism capabilities. The objective of the programme is to
commission and deliver strategically focussed research and development
to enhance national counter-terrorism capabilities. This pre-proposal
form should be read in conjunction with the programme guidelines
available at www.pmc.gov.au/setu.
The programme funds research projects assessed as having a high
potential of addressing identified priority capability gaps. Through
consultation with the relevant Users specific requirements have been
identified which could be addressed through the undertaking of a
research task. For research tasks that are unclassified and can be
undertaken by a range of SET Providers the Unit calls for pre-proposals.
SET Providers includes both publicly and privately funded bodies engaged
in research and development or commercialisation of these products and
services.
Users are government agencies and their contractors, as well as private
industry with responsibility for delivering aspects of counter-terrorism
or maintaining critical infrastructure.
SET Providers are required to submit a pre-proposal that addresses a
research task (template attached) to the SET Unit that:
* Provides a clear description of the project;
* Provides relevant contact information;
* Addresses the selection criteria; and
* Includes a preliminary project plan and budget.
The submitted pre-proposal will be assessed by the SET Unit and be
provided to relevant Users to seek their in-principle financial support
for the proposal. Proposals will only progress to the next stage if
they meet the selection criteria and funding, of at least 50% of the
project costs, is secured in-principle by the relevant Users.
SET Providers whose pre-proposals gain in-principle support from Users
will be requested to submit a full proposal that provides further detail
on the proposed project.
